Medusa was not always the monster that Perseus killed. In the oldest stratum of Greek mythological record, the Gorgon face was a protective device. The gorgoneion was placed on shields, temple pediments, coins, and armor: the terrifying face used as an apotropaic mark, the thing so powerful that its image alone kept harm at a distance.
The later myth that made Medusa a monster to be slaughtered is the Olympian revision of something older. The original Medusa was a guardian, the protection that works by being too much to approach. The stone-making gaze is protection, from the right side of it.
